Maplin do a universal light meter for about £30. Values in lux but should not be too difficult to convert to photo use. One of the given uses is for photography so there might be conversion information with it.

There is a form of 'universal' belt available in lengths that are cut as required. To make a belt you need a soldering iron with a flat blade. I made a fixture clamping a pair of cartridges together. I then pulled the film out winding it onto 50' projection reels. I did two at a time as the tank takes two films. The minimum needed for home processing are flat dishes for developer and fixer and a frame to wrap the film around. And of course a dark room.

Film stock is coated so a 3D printer would not make film. However; it could possibly make parts for a machine to cut and perforate existing film gauges, or a machine to coat acetate to make film from scratch. Check out some of the movies of these printers. There is one of the Hewlett Packard machine that prints out an adjustable spanner - the work and rack work! I reckon your suggestion is correct. Kodak recently announced a nice little pocket HD camcorder with that rarity on basic cameras, a microphone socket. Quite fancied it for that feature alone, although it had a few other good features as well. Now it looks like it will not be available. I just hope they are not ditching other innovativ...
