Try cleaning the rubber disc wheel drive just above the motor with methylated spirits or rubbing alcohol and see if it helps with the 24fps running problem, there is slippage due to age of that rubber disc surface. Remove the cover for the lamp/drive mechanism, underneath the lamp you should see a slide switch on the soundhead assembly that has the letters in white N-S on it, check that it is on S for super 8 sound playback. Try Mpeg Streamclip which is a freeware, I use it all the time for conversion between different formats for editing.

Try cleaning the battery contacts, it is a common problem if a camera doesn't power up at all. The electro magnetic release trigger on these electronic model Canons are the culprit if your camera powers up but would not run, I have a couple of Canon S8 cameras with the faulty trigger.
